A floating Recycling Plant Fueled by the Garbage itself

What if there were a floating Recycling Plant operating in the Great Pacific Garbage Patch that would be fueled by the Garbage itself?
What if it  was non-profit?
What if it was largely staffed by volunteer Groups?
What would it look like?

Power for the plant and fuel for its engines would be generated  by Plastic to Oil and syn-gas generated by a Plastic Pyrolysis plant. Plastic gathered from the patch would be used for its fuel.
Usable materials would be reduced in size and offload for sale to which ever country it was nearest.
The vast plastics would eliminate the fuel costs. Groups of volunteers would live in shifts on the floating plant, housed in a recycled tanker fueled by Plastic Oil.

The vast quantities of plastic in the patch used to fuel it, and would never go into a landfill, and fuel would never have to be shipped to the tanker. As a non-profit, the venture could be underwritten by foundations. When the patch was processed the tanker would go to another garbage patch until all the patches were cleaned up. This would take a generation.
